Rob has been the General Manager, Land and Community at Central Desert Native Title Services (CDNTS) since 2009 and previously was the Executive Director for Land and Heritage at the WA Department of Indigenous Affairs. Rob has over 20 years of experience in land management and the cost estimates are based on his experience designing and running indigenous ranger programs in the rangelands of WA. While he does not have the specific local knowledge of the properties that make up the five million hectares included in this analysis, his experience with designing and implementing programs against a similar socio-economic context within the southern rangelands (e.g.: Wiluna Region) provides a sound basis for the estimates. SVA has also sense checked these costs with our previous evaluations, research on the overall investment into IPAs and also through discussions with the Kimberley Land Council on the minimum required investment for ranger teams. In the first year of the model we have assumed that twenty-five Indigenous Land Use Agreements (ILUA’s) will be negotiated. This is estimated to cost between $150,000 and $250,000 per ILUA and so an average cost per ILUA of $200,000 has been used. Following negotiation of the ILUA’s in year one, further costs will start to be invested to establish ranger programs and associated benefits will be realised.
